Health, Safety, Quality & Environmental Policy
BUILT does not employ site operatives or control the means and methods of construction. It influences safety, quality and environmental performance through who is selected, what is reviewed before work starts, what is inspected while it proceeds, and the authority to stop it. This policy is written to that reality.

1Statement
- 1.1BUILT’s first objective on any appointment is that everyone who works on the project goes home unharmed.
- 1.2Zero tolerance of unsafe practice and a Right First Time approach to quality are mandatory on every appointment BUILT manages.
- 1.3Safety is never traded against programme or cost.
2Scope and BUILT’s role
- 2.1BUILT is a management consultancy. It does not employ site operatives, hold a principal contractor’s statutory duties, or control the means and methods by which the works are executed.
- 2.2BUILT exercises its influence through contractor selection and evaluation, review of design and method statements, operation of permit and inspection regimes on the client’s behalf, monitoring and reporting, and the authority to stop work.
- 2.3The client’s requirements and the appointed contractor’s statutory duties take precedence. This policy states the standard BUILT works to and requires of others.
3Legal and regulatory framework
- 3.1UAE federal labour and occupational safety legislation, and the requirements of the competent authority in the emirate in which the works are located, including municipal construction safety codes and permit regimes.
- 3.2Client requirements and contract conditions, where more onerous than the above.
4Health and safety
- 4.1Contractor selection includes review of safety record, resources, competence and the proposed project HSE plan.
- 4.2BUILT reviews contractor risk assessments and method statements before high-risk activity proceeds, including lifting operations, work at height, excavation, confined space entry, hot works, temporary works and work adjacent to live services.
- 4.3BUILT verifies that permit-to-work systems are operated as specified and that the person in charge of each activity is competent.
- 4.4BUILT will stop, or require the stopping of, any activity it considers to present an immediate risk to life or serious injury, without regard to programme or cost consequence.
- 4.5Incidents, near misses and dangerous occurrences are reported to the client without delay, investigated by the contractor, and their corrective actions verified by BUILT before the activity resumes.
- 4.6Site welfare provision, heat stress precautions and the mid-day break requirement are monitored as part of routine inspection.
5Quality
- 5.1Quality is established at procurement — in the specification, the inspection and test plan and the approved materials schedule — not at inspection.
- 5.2BUILT reviews and approves inspection and test plans, attends or witnesses hold points, and verifies that testing is carried out by accredited parties.
- 5.3Benchmarks and mock-ups are approved before the related works proceed at scale.
- 5.4Non-conformances are recorded, dispositioned and closed out, with the root cause addressed rather than the symptom.
- 5.5Handover documentation — operation and maintenance manuals, as-built records, asset registers, warranties, training and spares — is specified at the outset and assembled progressively, not at completion.
6Environment
- 6.1BUILT requires contractors to hold the environmental permits and approvals required by the competent authority before the relevant works begin.
- 6.2Control of dust, noise and vibration, and protection of watercourses, groundwater and adjacent property, are monitored as part of routine inspection.
- 6.3Waste is segregated and removed by licensed carriers to licensed facilities, with records retained.
- 6.4Where the project requires it, BUILT performs to LEED and Estidama requirements, managing the evidence, documentation and submissions as part of the delivery programme.
7Management standards
- 7.1BUILT aligns its practice with the principles of ISO 9001, ISO 14001 and ISO 45001. BUILT does not hold certification to these standards and does not represent that it does.
- 7.2Where a client requires a certified management system, BUILT works within the client’s system.
8Competence
- 8.1The Principal maintains continuing professional development as required by the Chartered Institute of Building.
- 8.2Personnel recommended or deployed by BUILT are verified for qualification, experience and, where applicable, third-party safety training before mobilisation.
9Monitoring and review
- 9.1Performance is reported to the client at the frequency the appointment requires.
- 9.2This policy is reviewed annually by the Principal.
